Kolkata Metropolitan Water and Sanitation Authority is a premier organisation with the assigned task to develop and improve upon Water and Sanitation facilities for Greater Kolkata.

It has jurisdiction in large areas of Kolkata Metropolitan Area, with beneficiary over 147 lakhs people, concerning major projects like JNNURM, GAP, FAWS at various Municipalities and Panchayets, Garden Reach, Serampore, Maheshtala, Uttarpara etc.

Kolkata Metropolitan Water and Sanitation Authority (KMW&SA) was enacted in May 1966 by the West Bengal Legislature. It is known as The Calcutta Metropolitan Water And Sanitation Authority Act, 1966.

However, KMW&SA was formed out of the erstwhile CMPO as an independent body with its Head Quarter at Unnayan Bhavan, 2nd Floor, KMW&SA Complex, Sector-II, Salt Lake, Kolkata - 700091. Incidentally this building is a Heritage Building, having a historical link with the British India in early 20th Century.

In the early days, several storm water disposal and Tala-Palta second water main Projects were implemented by KMW&SA with great success. In March 1974 it was taken over by KMDA. The Engineers with KMW&SA worked relentlessly to render unabated services in the field of water supply by providing both surface and ground water to the consumers under various Schemes and Projects and also number of sewerage works to relent with liquid pollution under Ganga Action Plan Programme.

Notwithstanding it's early assignments in various developmental works, KMW&SA Act 1966 also covers for operation and maintenance of the existing and created assets including imposing service charges to realize O&M cost. Accordingly, water charge regulation was promulgated in 1983 on the basis of classified consumers under domestic and non-domestic categories. Under domestic category supplies, it covers mainly Corporation and Municipal Authorities as bulk supplies from surface water treatment plants and house connection from deep tube-well Schemes.

Under non-domestic category supplies, it encompasses commercial, industrial houses and institutional establishments. While the bulk supplies of surface water source are metered, the house connections from ground water source are fixed on monthly charge basis. The coverage of KMWSA has increased considerably. Many projects under different schemes like JNNURM, GAP, FAWS, Megacity, State Fund, BMS Fund, Municipal Fund have been successfully carried out.

With the above backdrop, KMW&SA launched service charges from 1983.
